More scalable user list

This is related to #2 (closed).

Currently list of users is not designed for displaying lists with more than hundreds of users.
I guess pagination of those results can be messy in rails and would take your time unnecessarily.

Adding another tab or replacing current one with something like "Download CSV" button would resolve it completely.
It should handle thousands of users easily without many lines of code.
