Job: Robin Hood (robs from /tycoon list gives to newest players)

Hugo suggests (inspired by Lord Farquaad): "robin hood job: Get very close to one of the people in the tycoon list. Type /steal. Then you steal 200, but it won't be added to your money. Walk to someone who is not in the tycoon list, type /give, and that person gets 200. Give it a serious cooldown just joking ^"

Note: there should be a bound on the Bank account of the recipient other than just not being on the current /tycoon list. Perhaps only able to go to people with less than X amount? How do you find them, also? I've tried to give money away and find most people would rather not get gifts (not as much fun as earning it).
