Opt-in to make release process merge request based

Instead of having each commit listed in the changelog, I would prefer if this would be merge request oriented:

• take merge request title and body as input
• link to merge request

this kind of approach would be a bit easier to adopt than finely crafting commit messages.

merge request body and title are easily editable from web.
