fix: don't assume that bump has skip ci

BREAKING CHANGE: Bump commit message is now
configurable, and it might not contain skip ci.

Automatic creation of tag pipeline was removed.
Instead *--create-tag-pipeline* option was added
to *commit-and-tag* for the cases when pipeline
creation is really needed.
