add-download does not seem to work as expected

This appears to be because the projectFile.URL from https://gitlab.com/juhani/go-semrel-gitlab/blob/master/pkg/actions/upload.go#L61 is a relative url according to the API spec https://docs.gitlab.com/ce/api/projects.html#upload-a-file
