next-version --bump-patch functionality but no way to tag the same

release next-version --bump-patch correctly bumps the patch version if there are no other version bump commits, however release tag has no cli options, so there's no way to actually have the next-version --bump-patch version persist.

In our case, we're wanting to bump our patch version for chore: items.
