User Story: Overlapping items on Pie Charts

On some of the Legislation instance pages the pie chart bubbles overlap with the arrow to tab to the next pie chart. Because of this, sometimes I cannot hover over the bubbles to get more information. If you could move the button location, users would be able to use the feature as intend.
