Be more subtle when a pack doesn't have respackopts.json5

Currently, if a resourcepack doesn't contain a respackopts.json5 file, it'll send this huge error: https://paste.srnyx.xyz/esotutowoc.properties

It'd be great if it could just say something like "White Icons doesn't contain a respackopts.json5" (and not make it an ERROR). It'd be even better if it just didn't say anything (or add it to Debug Logs).
