Fix referee reversal of decision causes no-lift for next athlete

If all three are pressed as usual, everything is fine. But several times I've tested if someone quickly changes their decision, and instead of changing the decision, say from good lift to no lift, it keeps the good lift decision for the current lifter but creates a no lift decision for the next. I just tested it with all three changing their mind, in the event that the lifter drops the bar too soon for example, and it created no lift for the current lifter plus the next three athletes.

I tried changing from good lift to no lift on only one referee button and then entering decisions on the other two, and everything was fine.

I tried changing a decision when the first two referees had made different decisions so no down signal had occurred, and everything was fine, as it was when two referees had made the same decision, so a down signal had occurred, but the third referee had not made a decision yet.

A few more tests seems to show that it only occurs after all three referees have made their decisions and then one or more press buttons again. I tested all three good decisions and then pressed good again on one, and it gave a good lift to the current lifter and a no lift to the next lifter, and a good lift to both the current and the next lifter a second time.
