Create a ‘Is Jetstream2 Right for Me?’ Entry

It would be beneficial for those considering using Jetstream2 to have a reference for what tasks Jetstream2 is a good fit for and what tasks are better suited for other services. This should be (or at least begin as) a fairly broad overview as it is intended to be accessible for anyone considering using the service. These should include the benefits of most cloud computing resources and include any aspects unique or particular to Jetstream2. This is a spinoff from the rewrite of the "Allocations" section in issue #93 , particularly the "Budgeting for Common Usage Scenarios" section. .
