- add support for Python 3.7
- remove requirements.txt
- add dependency versions to setup.py
- remove Sphinx as main dependency; move to extras_required instead

There will be more customization options for bars in the future, which is why
it doesn't make sense to have a parameter called "bars" for one of them. The
parameters should reflect the actual customization option, not the object
they'll affect.
