Resolve "search by unicode tags fails"
I added the code to deal with tag-by-uuid in the streams/viewsets.py and streams/urls/api.py files. I guess it was forgotten, but may be I am missing something.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
