Project import fails when the required scenario parameters are not set

Summary

We can export a project without these parameters being set but we can not import such a project afterwards.

Acceptance criteria

We shouldn't have to manipulate the project YAML file.

Either the project export should throw an error when these parameters were not set or use default values or something else.
