Add service provider pop name to CloudVC product-offering model

Changes:

• The service_provider_pop field is now explicitly "the datacenter id of the partner NNI to the service provider". (We should clarify where the ID does come from.)

• Add service_provider_pop_name which now contains "the datacenter description of the partner NNI to the service provider."
