Global Kotlin DSL configuration file

We may need to have some kind of .arararc.kts file in the user's home or similar places. Especially when replacing preambles with variables as we decided in #40 (closed) we need a file to specify some variables to be read.

For caching purposes it will be much more complex than just prepending this file to any project configuration.
