Add option or subcommand to interact with rules

Currently, the user has to open the manual to get information on rules arara finds. There should be a subcommand

• arara rules --list (default for arara rules): list rules found in the search path
• arara rules --filter=string: filter list of rules
• arara rules --info rule name: get details for a single rule
