RFC044: Accommodate iSHARE Satellite without distributed ledger

Background and rationale

The DIL program intends to use the iSHARE satellite as a basis for the DIL supported dataspaces. And easier and improved adoption is expected if the Satellite would not use a distributed ledger in it's backend.

Proposed change: purpose

The purpose of this RFC is to check and if necessary change the iSHARE Trust Framework to allow using an iSHARE Satellite without distributed ledger.

Proposed change: considerations

This RFC explicitly does not include the development of a (reference) implementation of a non-distributed ledger iSHARE Satellite.

New specifications for the Satellite will be published, including CRU procedures for parties maintenance.
