Downgrade community.general to 9.5.13 for Python 3.6 compatibility 

CentOS 8 uses Python 3.6 which is not compatible with community.general 12.0.0
(requires Python 3.7+). Version 9.5.13 is the latest version that still
supports Python 3.6.

The yaml callback fix from previous commits remains valid for version 9.x.
