Trigger API call via PR merge

Determine the best mechanism for calling the token generator when a PR is merged

This would preferably be triggered automatically by the merge, but if that proves too complicated then we could set up a task somewhere with a clone of the repo that frequently pulls and examines the main branch for unseen commits
