Add arm64/armv8/aarch64 build in the official PPA

I am using Android tablet and I use Inkscape through Andronix which is a PRoot environment.

The arm64/armv8/aarch64 build only available on SNAP and Flatpak which I can't use due to PRoot's limitations. Therefore, I can only use PPA to upgrade Inkscape. But there's no package for arm64/armv8/aarch64 in the PPA yet.

Currently, I am on 0.92 which is the latest version available on Ubuntu apt install package. I want to use the latest version too.
