Stop expanding groups and layers when moving them
#### Steps to reproduce:
- open Inkscape
- create several layers and shapes in each
- collapse them all in the layer view
- drag a layer into another layer
#### What happened?
The moved layer expanded
#### What should have happened?
The moved layer should remain collapsed (or remain expanded if it was expanded).
#### Why
It's disorientating if you're rearranging many objects and layers to suddenly have your screen shift down a page because a group expanded and now you can't see where it landed.

If this field could be enlarged untill it touches the right margin of the screen/panel that would be fantastic!
The only reason I'm asking for this nano change is because my screen is big and the info on this field (the field path) can't be read becauses it is so shrinked (the size of the field). So if we enlarge this I'm positive we would benefit a lot of people with improved readability!
![image](/uploads/ac2a2bc571fa0811251f69b5942c00ef/image.png)
So it could be more similar to this other screen here.

Let me now your thoughts!
Thank you all.

## Data point behind this
Just updating about the final result of my twitter survey: 79% from 34 votes thinking that the it should be false by default.
https://twitter.com/CVe08zlyfmG838B/status/1425776520803520516
I know its not a full UX study. but I think its demonstrate how much peoples think its not the expected behavior. as pablo vasquez said. keeping the shape its more "dissolving" and less "deleting". so I think its better to make it 'ctrl' + 'delete'. and just 'delete' should delete without keeping the shape.
## original proposal
I think its a great feature, but I think its not what the user expect when he delete a node. he defined the neighbor nodes to specific settings and its override them. its should be on just when you choose it to be on. #### Summary:
Seems like I can't figure out what the Blend filter does and/or it has some problems. In general, I can't figure out how to make any filter access the "background image" successfully. The manual documentation for getting "enable-background" set Update: it turns out a restart was needed after setting `enable-background="new"`.
#### Steps to reproduce:
<!-- Describe what you did (step-by-step) so we can reproduce: -->
- open Inkscape with empty profile directory.
- Make a "background" by drawing a rectangle (should get filled blue by default)
- Make an "image" by drawing another rectangle inside the first rectangle
- For visibility, change color of this new rect to green and give radial gradient for fill
- Select Filters->Fill and Transparency->Blend...
- Note that Source defaults to "Background" and Mode defaults to "Multiply"
- Click Live Preview
#### What happened?
Filter appears to produce no changes in the display.
#### What should have happened?
Seems like something should have been changed by the filter. Switch between all of the available Modes one by one and none of them produce any changes in the display.

The Ellipse/Arc Tool can be used to draw a circle from the centre outwards by holding Shift+Ctrl. However, this circle cannot snap to a given point, the mouse cursor is always outside the circle (approximately at a corner of the bounding square), which makes the Ellipse/Arc Tool useless for doing even the most basic [compass & straightedge geometric constructions](https://en.wikipedia.org/wiki/Straightedge_and_compass_construction).
#### Steps to reproduce:
Suppose you have a straight line. Let's mark its endpoints C and P:
![image](/uploads/5c5ebf4ffdc788d5746abe6f84b12d16/image.png){width=244 height=232}
Let's try to construct a circle, such that the centre is in the point C, and the point P is on the circle itself. In other words, CP is the radius of the circle. This is the intended result:
![image](/uploads/24faa2daf5704674e876eab0969f7d9b/image.png){width=244 height=232}
This is impossible to do with the Ellipse/Arc tool. Trying to draw a circle from the point C holding down Shift+Control makes it impossible to snap to node P, because the mouse cursor is always outside the circle.
#### Suggestion:
What would make this tool vastly more useful and intuitive is if the mouse cursor stayed on the circumference of the circle while dragging out from the centre. Then it could snap to anywhere and it would be possible to use it like a pair of compasses and do geometric constructions with it.
#### Current workarounds:
To draw the above image, I cheated and did it in reverse: first I drew the circle, then the radius, then removed the circle for the first image.
There is a workaround, but it involves using an experimental path effect called Circle. This is quite buggy: for example, duplicating a line with that path effect causes the effect to not render, requiring one to remove it and add it again. If the Circle path effect is flattened, the circle is now a path object, not an ellipse. However, once these limitations are understood and the user is aware that experimental Path Effects exist, it is a reliable way to draw circles from the centre, as unintuitive as it may be.
Another workaround is using the Measure tool to measure the distance between the two points, then create a circle and input its height and width as the double of that measured value, and then snap it to the point C. This is very, very inconvenient. The Path Effect workaround is much more elegant, but this really ought to be a functionality of the Ellipse/Arc tool. Maybe a separate mode that only works with circles and is used to easily construct a circle defined by two points (like drawing a line).

#### Summary:
<!-- Summarize the issue/suggestion concisely: -->
I created my own icon set based on one from Inkscapes, but with more filigreed icons. In 1.3 I realized that the object manager shows a special icon for dynamic offsets (Path\Dynamic Offset). Unfortunately, I couldn't customize this icon to my liking, as it is the same one used for 'Offset' in the LPE dialog.
#### Steps to reproduce:
<!-- Describe what you did (step-by-step) so we can reproduce: -->
- redesign the icon 'offset-symbolic.svg'
- open Inkscape
- draw a circle
- apply 'Path\Dynamic Offset'
#### What happened?
The item with dynamic offset in the object manager and the LPE 'Offset' in the LPE dialog both show the same new icon.
#### What should have happened?
Since the design requirements for these two places can be very different (Object Manager: small and monochrome - LPE: big with highlight/accent color) the object manager item with 'dynamic offset' and the LPE dialog item 'Offset' must not use the same icon. They need two different icons.
