Inset/Outset Halo duplicates circles instead of increasing size of duplicates

... When using this feature, it creates incrementally sized halos, but they are not sized correctly.
#### Steps to reproduce:

- open Inkscape
- Create an ellipse
- ~~object to path~~
- click Extensions>Generate from Path>Inset/Ouset Halo
- click apply
#### What happened?
- The halos are created, but not incrementally, so all the halos are the exact size of the original object.
#### What should have happened?
- It should have created the halos at incremental sizes
