Layering fonts not shown correctly (or at all) if they have same font name, os2 font weight class

#### Summary:
I'm trying to use the "layering" fonts here https://creativemarket.com/ramandhani/4058114-Wincosin-Vintage-Package-Fonts
When I install the Wincosin fonts (on Windows and on Macs) they install, but Inkscape doesn't show all the font variants. The only CSS style it shows is "Normal". When I select that option (I can't really select it since it is the only option) it only shows the Hatch Solid variant.

#### Steps to reproduce:
- open Inkscape
- Install Wincosin fonts (these aren't free)
- Other apps (LibreOffice/Word/Etc) recognize these fonts
#### What happened?
- Inkscape only shows one version of this font
#### What should have happened?
- Inkscape shows all version of this font
#### Version Info:
