Path>outset and inset - Creates unnecessary nodes

Steps to reproduce:

• open Inkscape
• create a circle
• path/outset

What happened?

observe unnecessary geometry and nodes created

What should have happened?

cleaner geometry

Could we use the same engine/algorithm as we use for dynamic offset?
