Blur from Fill & Stroke dialog doesn't show up in Filters dialog until you create new filter

Steps to reproduce:

• open Inkscape
• create an object
• Fill and Stroke -> set a positive blur
• Go to the Filters dialog
• Click "New Filter"

What happened?

• After Step 4, the blur filter is not displayed on the left side of the Filters dialog.
• After Step 5, the blur filter shows up.

What should have happened?

• After Step 4, the blur filter shows up in the Filters dialog.

Inkscape Version and Operating System:
