Masked object not visible on export to pdf

Migrated from: https://bugs.launchpad.net/inkscape/+bug/1808823

Steps to reproduce:

  1. Open leGPSbip-problematic.svg in Inkscape.
  2. Saves as pdf.

What happened?

Masked box is not shown (though import from pdf shows the object is still there, but hidden in groups)

Note that an image is added (I think as a mask) on save as pdf.

Reduced test case (remove clippings, use tags, filters) Same but remove the transform on the red rectangle

Tried to replicate by creating an object with a mask and adding transforms.

Initially it failed but the resulting mask has a blur on it: blur.svg blur.pdf

This makes me want to say inbox#34 (moved) is related

By chance, Ctrl+Shift+R changed the transforms so that the objects vanished in the pdf: vanish.svg. This produces a pdf with no objects on import to inkscape.

If you open 0_input_test_lines.pdf using the internal import method and save as pdf, it creates V1.2.1_windows_internal_lib_import.pdf (file taken from inbox#7572 (moved))

These seem quite informative.
