Commands bar icons in widescreen mode move to popover prematurely

When widescreen view is active, the icons in the Commands bar move to the popover before the bar is full.

Steps to reproduce:

  • open Inkscape
  • Activate View>Widescreen

What happened?

The popover icons begin when the Commands bar is only half full.

What should have happened?

The Commands bar should fill to the bottom before the popover button appears.
