Show Selection cue when Pages tool is active (with toggle in preferences)

Summary:

The Page tool can be used to resize the page to selection. But with the page tool active, the selection cue is not shown. Most tools have a preference to show selection cue under Preferences>Tools>'ToolName' (which does not (yet) exist for the pages tool)

Steps to reproduce:

• open Inkscape
• Create a rectangle
• Select it and switch to the page tool

What happened?

Selection cue disappears

What should have happened?

Selected object could have a selection cue
