New option to disable snapping to Grid lines not available in persistent snap bar

Summary:

The option has been added to the snap popover, but for whatever reason, it was not also added to the permanent snap bar at the same time (!5999 (comment 1627109243)).

Steps to reproduce:

• open Inkscape
• have persistent snap bar on
• click on little arrow at the bottom

What happened?

• New option is not available

What should have happened?

• New option should be available to everyone
