Page toolbar delete button active when only single page is present

Summary:

The delete page button in the page toolbar remains active even if only one page is present in the document.

Steps to reproduce:

1. Open Inkscape
2. Select the page tool
3. Click the add page button in the page toolbar.
4. Delete the added page by clicking the delete page button in the page toolbar.

What happened?

The delete page button is still active even if only a single page is present in the document. Clicking on the delete page button also registers a page deletion entry in the undo history dialog. ...

What should have happened?

The delete page button should become inactive.
