Raster extensions do not work after upgrade to Inkscape 1.3

Summary:

After the upgrade to 1.3 on one Windows 8.1 and two Windows 10 machines any raster extension does nothing (no errors, no visible effetcs)

Steps to reproduce:

• open Inkscape
• import a raster image
• select the image
• open extensions/raster/HSB adjust (or Colorize for example)
• try to apply any modification

What happened?

nothing

What should have happened?

for example I tried to set saturation to 0 to grayscale the image
