Use newly installed fonts in Inkscape without restart
Migrated from https://bugs.launchpad.net/inkscape/+bug/168960
Steps to reproduce:
- open Inkscape
- install a new font
What happened?
Inkscape requires a restart before the font can be used.*
What should have happened?
Font should be seen by Inkscape immediately after install.

On Windows, when one installs a font after Inkscape is running, that font doesn't show up in the selector.
GIMP has a "Rescan font list" for this purpose, works like a charm with fontmatrix, Inkscape could only benefit from it.
When using OS X, fonts installed during the session also don’t show up—while other applications can see the new fonts just fine.
can confirm this in fedora 14 linux, inkscape r11729
* Excluding (resolved in v1.0) workaround for Windows users (see issue #50 (closed) (Closed))
Migrator's Notes:

- Migrating after a short chat with @jabiertxof in regards to font installation and Inkscape. Standard procedure (with most applications) regarding fonts is an app restart to acknowledge the new fonts (there are exceptions, as you all may or may not know). @jabiertxof, during the chat that the issue presented here...
can be fixed anyway but is low important bug in all system.
…"low important bug" is pretty subjective, but that's the situation as of 2020-04-01.
