icons problme

Steps to reproduce:

• open Inkscape
• buttons and icons are still there but I need hover them or click them to be visible

• Inkscape Version: Inkscape 1.3-dev (9dbdeafc, 2023-02-14)
• Operating System: windows 10
• Operating System version: 22h2 edit; i can give any information about my pc if you need them
