Glyphs offset by 2 in the entire UI on Windows, font unreadable (garbled text)

Summary:

When starting inkscape in windows 10, all the fonts look garbled, tried to complete uninstall and reinstall, and also dev and portable version (1.1.2) with no luck.

open Inkscape

only the the italic text seems to render correctly
