OSX popout menu for the panel is not accessable via mouse

Summary:

The menu from the panels (see screenshot attached: I couldn't come with a better description) is not activated by mouse (rollovers or clicks).

It does work with cursor keys and enter.

Steps to reproduce:

• open Inkscape
• click on downwards arrow in the panels
• hover over Layers and Objects (nothing)
• click on Layers and Objects (nothing)

What happened?

nothing unless I use the cursor buttons

What should have happened?

click and open (for example Layers and Objects)
