dev build: some kind of teeny snap that can't be disabled

Summary:

Not sure if this kind of thing is worth reporting, but lately in the dev builds it seems like there's a snap that can't be disabled in both move tool and node editing tool (at least).

Steps to reproduce:

• open Inkscape dev build.
• do everything you can to turn off all snapping
• draw something
• move it to new position by dragging
• notice tiny jitter when you release mouse button
• hold ALT key down and move by dragging again
• notice no jitter when you release mouse button.
