Pasting tapered stroke LPE should work and not change original

Summary:

Related to #623 (closed) witch deals with more than one issue. I prefer to create new threads for each one, for the sake of clarity

Steps to reproduce:

• open Inkscape
• draw a simple bezier object
• Apply tapered stroke LPE with a large stroke width. copy this object
• draw another simple bezier object then Path > Paste Path Effect

What happened?

• LPE wasn't copied as expected
• aspect of first object changed

What should have happened?

• LPE copied as expected
• same aspect of first object

Seemed to me that this issue has already been fixed in the past...
