Make rectangle/shape settings match Basic Tutorial (should have stroke)

Summary:
Default values were changed in later versions of Inkscape, from a black stroke to an unset stroke.
Steps to reproduce:
- reset preferences
- open Inkscape
- draw a rectangle
- note: no stroke
- open Help > Tutorials > Basic
- note: rectangles are stroked, and tutorial reads "default rectangles come up with a blue fill and a black stroke https://gitlab.com/inkscape/inkscape-docs/documentation/-/blob/master/tutorials/basic/tutorial-basic.xml#L152
What happened?
- tutorial and preferences don't match
mismatch introduced in (I think that is after 0.92PRE1)

What should have happened?
- rectangles should have strokes on first open
note: I'm personally in favor of new behavior and didn't realize this could be a regression. I couldn't find any documentation or notes on this change though (aside from the commit message)
