Hicolor Icon color chooser in preferences not available when set via Welcome dialog

The icon color chooser fields are missing.
Steps to reproduce:
Not sure, actually... What I did:
- open Inkscape (new installation with empty prefs)
- select theme and icon color in preferences (choose one of the first two
- close
- some time later: open Inkscape again. Play with the welcome dialog theme chooser, but do not click on Save.
- Note that the welcome dialog STILL changed my theme!
😠 - open preferences to fix it
- no icon colors available!
- close Inkscape
- reopen
- still not available
- choose different icon set
- Yay! Color patches become available also for the default hicolor theme.
What happened?
See above, multi-step-thing.
Seems to be happen because the Welcome dialog sets iconTheme="Adwaita"
, while the preferences dialog expects iconTheme="hicolor"

Too many bugs.)
What should have happened?
Color choosers should always be available when the selected icon theme supports it.
