Interface layout changes from Wide to Default when opening Keyboard Shortcuts

Steps to reproduce:

• open Inkscape on a monitor with 100% scaling, 1366x768 px display
• Note in View menu, Wide is selected, and it appears like Wide is selected
• open Preferences dialog
• Go to Interface > Keyboard

What happened?

• Interface layout changes to Default (New, open, etc. toolbar is at the top instead of the right side)
• View menu value still says Wide until restart

What should have happened?

• Interface layout is unaffected

• Inkscape 1.2-dev (159f7c9d, 2021-05-12) Linux Mint 20
• Inkscape 1.1-rc (f8a4456a, 2021-05-09) Linux Mint 20
• Bisection points to commit 6227981b Keyboard shortcuts in menus are updated before restart (/cc @Akshat1Nar in case you have time to look into this)
