Can't import pdf with french accent, cyrillic, •, or ä in file name

Summary:

When trying to import pdf with letter "é" in file name, inkscape crashes with message "Inkscape has got an internal error and is going to close" Just removing the "é" from the file name solve the issue.

Steps to reproduce:

• Create pdf file from https://inkscape.org/fr/contribuer/rapporter-les-bogues/
• Save it with "é" in file name
• open Inkscape
• clic import
• select file
• First problem : no preview of file
• click on next without changing any option
• crash

Just remove the accent from file name and everything works fine
