Linked offset of text has converging lines artifact (disappear on modifying text, reappear on open)

No longer occurs in 1.0beta/1.1dev if versioning information on svg file is kept. Can't create text like this via GUI anymore in 1.0beta/1.1dev as of 6th April 2020
Steps to reproduce:
- open Inkscape
- added text
- added an offset
- as you change the distance of the offset lines appear at different points converging in the distance.
- This is finnicky to create but occurs reliably in the example files (text-offset.svg, text-linked-offset-malformed.svg, PC_Crisis_Denver_shop_sign_rev1.svg)
What happened?
If you save the art and reopen the text, the giant converging lines reappear. This affects CLI export to png and pdf.
The point the lines converge seems to be at origin (translated if the viewbox was changed)
If you do not replicate on 1.0, check that text is not converted to path (will need older version of Inkscape or to do it manually). Also if using a test file, remove versioning information

Workarounds
- Convert to text before using linked offset
- Modify the text (move it or edit the text) (temporary)
- Larger font size tends to decrease the number of lines (temporary)
- In 1.0, doesn't occur if file is marked as being created in an older version of Inkscape, e.g.
inkscape:version="0.92.4 (5da689c313, 2019-01-14)"
Note was fixed in 2015 (by defc4244 flip a flag to use a slower but more accurate offset method) and reverted in 2016 (by 861ad5fe due to lack of precision with offsets)
