Translate News link missing in dropdown for news article

I was about to translate the recent news article, when I noticed that the translation link was missing from the drop-down in the cms tool bar. It has been available for the last article I translated (the podcast one) ~ Nov. 30th. It was also available when I reviewed Finlay's translation for the Conservancy fundraiser article (but then, a translation already existed).

So... could that be added back, please?
