Add new "Align and Distribute" on-canvas handles to "tips" tutorial

1.0 has a nice new feature for align and distribute: on-canvas handles.

The tips tutorial already has the following section:

When in the Selector tool, <mousebutton role="click">click</mousebutton> on an object to see the scaling arrows, then <mousebutton role="click">click</mousebutton> again on the object to see the rotation and skew arrows.

I suggest to add a paragraph to the tips tutorial explaining the new feature.
