install_dependencies.sh fails on Debian Testing because of missing software-properties-common

The Getting Started page recommends using the install_dependencies.sh script for setting up the local development environment.

While Debian is one of the distributions supported by the script, on Debian Testing it fails because the software-properties-common package is not found.

After editing the script and removing the package from the list, everything works and Inkscape can be built.

Is that package actually necessary? Can we just remove it from the list of dependencies?
