SVG2 flowed text does not scale the line breaks when resized

Steps to reproduce:

• open Inkscape
• Edit > Preferences > Text tool: Use SVG2 auto-flowed text
• write something
• move the handle on the right side of the text so that the text is flowed
• watch what happens when you try to scale the text (with Ctrl for correct ratio, but not necessary)

What happened?

• the text's line break position does not scale with the text, so the line break is always in the same place. So when the text gets smaller, its linebreaks change, and ultimately, it is all in a single line.

What should have happened?

• I should be able to scale texts without their appearance changing

Inkscape Version and Operating System:

• Inkscape Version: 1.0alpha2 (727140f98f, 2019-07-27) with current extensions
• Operating System: Linux Mint 19.2
