[1.0beta2] Hotkeys linked to lower case

Steps to reproduce:

Old description, fixed in inkscape!1260 (merged)

• Open Inkscape 1.0beta2
• Set "Caps Lock" on
• Press "t" keyboard

What happened?

• Nothing happens

What should have happened?

• It should have activated text editor

New description of remaining Windows issue:

• Set "Caps Lock" on
• Press "6" on keyboard

What happened?

• "Shift+6" action invoked (e.g. "&" on German keyboard)

What might be the problem?

• The hotkeys are linked to lower cases
• If you set "Caps Lock" off, the hotkey works as intended

Inkscape Version and Operating System:

• Inkscape Version: 1.0alpha2 (668faff, 2019-06-16) x64
• Operating System: Windows 10
• Operating System version: x64, 1809, up-to-date
