Document Properties No Longer Opens

Steps to reproduce:

• open Inkscape
• open any .svg file
• File->Document Properties

What happened?

The Document Properties Window does not open. Clicking the menu selection has no effect other than to close the menu

What should have happened?

The Document Properties Window should open so that I can adjust the properties of the document (e.g. resize to fit contents).

Inkscape Version and Operating System:

• Inkscape Version: 0.92
• Operating System: Windows 10 Enterprise 2016 LTSB
• Operating System version: 1607
