palette display choice doesn't stick after close/re-open, win 32 theme, 1.0 alpha,

Steps to reproduce:

• open version 1.0 alpha, using win32 theme (see specific build below)
• look at the palette
• it's a super thin, multi-colored line, see screenshot
• customize it
• change Size (to Huge)
• change Width (to Medium)
• see 2nd screenshot
• close Inkscape
• re-open

What happened?

Palette is a thin, multi-colored line again.

What should have happened?

Palette should have stayed as it was customized.

Note that if I have any other version of Inkscape open, while 1.0 alpha is closed and re-opened, the palette stays as I set it. But if no other versions of Inkscape are open, or if the computer is shut down and restarted, the palette reverts to a thin line.

Also, it only happens with win32 theme. Using "system theme" option it doesn't happen. Although it's confusing, because the blue-green color IS my system theme. The option called "system theme" is all white. I can only get my system theme color by choosing win32 option.

• Inkscape Version: 1.0alpha (289ca37, 2019-04-09)
• Operating System: Windows 7, 64-bit
