Page margins and bleed

Migrator's Notes:
- Two schools of thought here: Inkscape already wears many hats (illustration, diagramming, light CAD, CAM, etc.)
- Many users are also using it for light page layout for final output to print. This feature would be convenient for print work.
- In "the UNIX philosophy" and "traditionally" in DTP, art elements (such as those created Inkscape) are imported into a real page layout program (such as InDesign, QuarkXpress...oh, and Scribus) for imposition, ergo this is slightly out-of-scope and could be considered "feature creep"...oh, who am I kidding?! Inkscape's middle name is "Feature Creep"!
- "Wait, Grey!" you cry. "What about the 'Guides Creator' extension, you fool?!" Until that extension accepts numeric input instead of a drop-down of fractional percentages for margins I cannot recommend it in good faith as a solution. That and 1) it has no gutter options and 2) it has no capabilites for bleed guides.
- A no-coding WONTFIX > NOTABUG solution is to have templates set up just for this kind of page layout, either DIY or included in Inkscape. These probably already exist downloadable from somewhere.
